The Program Management Professional (PgMP®) is PMI’s credential for people who manage multiple related projects to deliver strategic benefits. To qualify, you need 4 years of project management experience (or an active PMP®) plus 3–7 years of program management experience, depending on your degree. The exam has 170 questions in 4 hours.

What is the PgMP certification?

The PgMP® (Program Management Professional) is the Project Management Institute’s certification for program managers — professionals who direct multiple related projects, managed together, to deliver benefits no single project could achieve alone. It sits above the PMP® in PMI’s ladder and is one of the rarest credentials in the profession.

PgMP Eligibility Criteria

To qualify for the PgMP, every candidate needs two types of experience:

  • Project Management Experience: 4 years (or an active PMP®) earned within the last 15 years. This is the same for everyone.
  • Program Management Experience: 3 to 7 years. The exact time required depends entirely on your highest level of education.

GAC = PMI’s Global Accreditation Center. If your degree is from a GAC-accredited program (check PMI’s GAC directory), your requirement drops to 3 + 3 years 

The 15-year rule: all experience must fall within the last 15 years. And your PMP® counts as the entire project-management requirement — most candidates already have this half done.

Can I do PgMP without PMP?

Yes, you can earn the PgMP without holding a PMP®.
To fulfill the project management requirement, PMI accepts either 4 years of project management experience (within the last 15 years) or an active PMP® certification. Think of the PMP® as a convenient shortcut to meet this requirement, rather than a mandatory prerequisite.

More eligibility questions people ask

Yes. PMI evaluates what you did, not what your badge said. Delivery Managers, Senior PMs, PMO leads and Transformation leads qualify regularly — if they directed multiple related projects toward one business outcome and can describe that ownership in program language.

Experience where you were responsible for a group of related projects managed in a coordinated way to achieve benefits — setting direction, managing interdependencies, engaging senior stakeholders, and owning outcomes. Running several unrelated projects side by side is portfolio work, not program experience.

The two requirements are assessed separately, and the safest applications show distinct, non-overlapping periods for each. If your roles blended both, describe clearly which responsibilities were project-level and which were program-level in each period.

No degree is mandatory. With a secondary/high-school diploma you can still earn the PgMP — you’ll need 7 years of program management experience instead of 4. A bachelor’s degree reduces the requirement; a GAC-accredited bachelor’s reduces it further to 3 years.

Only experience from the last 15 years counts toward PgMP eligibility. A program you ran 16 years ago has expired for application purposes — even though the judgment you gained from it will still help you in the exam.

Yes, and they are among the most common successful profiles. What matters is demonstrated program-level ownership: coordinating related projects, managing benefits, and answering to sponsors — regardless of the title on the visiting card.

PgMP Application and Panel Review

The PgMP is the only major PMI credential that requires a Panel Review. Before you are approved to sit for the exam, a panel of PgMP-certified program managers rigorously evaluates your experience summaries. For many candidates, this application stage—not the exam itself—is the biggest hurdle where their journey stalls.

Is the PgMP panel review an interview?

No — the PgMP panel review is not an interview. It is a written evaluation in which volunteer PgMP-certified program managers assess your experience summaries. There is no call and no meeting; you submit your application, and the panel typically completes its review in about 60 days.

Why do PgMP applications get rejected?

The most common reasons: experience written at project level instead of program level, “we” language instead of clear personal ownership, benefits with no measurable numbers, and summaries that don’t fully answer PMI’s prompts. Industry mentors report roughly 40–50% of first attempts are rejected — PMI does not publish an official figure. Almost every rejection is a framing problem, not an experience problem.

More application & panel review questions

Through PMI’s online certification portal: create your profile, document your project and program experience, and write experience summaries responding to PMI’s prompts. After payment, your application goes to the panel review. Budget serious writing time — the summaries are evaluated, not skimmed.

Typically around 60 days from submission. Combined with the initial completeness check and exam scheduling, plan for roughly 2–3 months between submitting your application and sitting the exam.

A panel rejection is not the end. Study the feedback areas, rewrite your summaries in program language — ownership, interdependencies, measurable benefits — and resubmit. Many candidates who fail the panel on the first attempt pass it on a properly reframed second application.

PMI randomly audits applications to verify education and experience. You get up to 90 days to submit supporting documents, and your references may receive verification emails directly from PMI. An audit is a process, not an accusation — accurate applications clear it routinely.

Write as the person accountable for the program: “I aligned…”, “I governed…”, “I delivered benefits of…”. Name the related projects, the interdependencies you managed, the stakeholders you engaged, and the measurable benefits realized. Project vocabulary — tasks, deliverables, schedules — is the fastest route to rejection.

Most working professionals complete the journey in 4–6 months: 3–6 weeks to write a strong application, about 60 days of panel review, and 8–12 weeks of exam preparation (which can overlap with the review period).

The PgMP Exam — format, domains, fees

170 questions · 240 minutes · offered in English and Simplified Chinese, at test centers or online proctored. Twenty of the 170 are unscored pretest questions — you won’t know which, so treat every question as real.

The exam follows PMI’s Examination Content Outline (March 2024). Nearly half of it sits in one domain:

How many questions are on the PgMP exam?

The PgMP exam has 170 multiple-choice questions, answered in 240 minutes (4 hours). Twenty are unscored pretest questions used by PMI for future exams; only 150 count toward your result — but you cannot tell which is which.

More exam questions people ask

PMI does not publish a passing score or percentage for the PgMP. Your result comes as an overall pass/fail with proficiency levels per domain. Aim for consistent 75–80%+ accuracy on quality mock exams before you book your date.

PMI does not publish official pass rates for the PgMP. What is well documented is where candidates struggle: the panel review stage and the situational, program-level judgment style of the questions — both are preparation problems with known solutions.

Different, more than harder. The PMP tests whether you know how to run a project; the PgMP tests whether you judge like a program director — benefits, governance, stakeholder trade-offs across multiple projects. The PgMP adds the panel review, which the PMP does not have.

Most working professionals prepare in 8–12 weeks. The reading list is short — the Standard for Program Management (5th edition) and the Examination Content Outline — but the exam tests judgment, so mock-exam practice and scenario discussion matter more than re-reading.

The exam fee is US$800 for PMI members and US$1,000 for non-members (roughly ₹70,000/₹88,000; confirm current fees on pmi.org). Joining PMI (~US$139 with application fee) costs less than the member discount saves — and includes the Standard for Program Management PDF free.

Yes. PMI offers the PgMP as an online proctored exam from home or office, as well as at Pearson VUE test centers. Choose the quieter, more reliable option for a 4-hour exam — many candidates still prefer the test center for exactly that reason.

If you run one project at a time, do the PMP® first — it also satisfies half of PgMP eligibility. But if you already direct multiple related projects toward one business outcome, you’re doing program work — the PgMP certifies what you already do. The rarest mistake is applying too early; the most common mistake is waiting years too long because your title never said “Program Manager”.

How to prepare — a study plan that works

If you already operate at program level, yes — the PgMP converts invisible experience into a visible, verified credential. It is one of the rarest PMI certifications, it survives AI-driven changes better than task-level skills, and it repositions you for director-level delivery conversations.

PMI’s salary surveys consistently place program management roles at the top of the project-profession pay scale, and the PgMP signals readiness for senior program and delivery-director roles. The bigger financial effect is usually the role change it unlocks, not an increment in the current one.

Only a few thousand professionals worldwide hold the PgMP — compared with over a million PMP® holders. That scarcity is precisely its value: it marks you as one of a small group of certified program leaders, in India and globally.

They answer different career questions. PMP® proves you can run a project well; PgMP proves you can lead the coordinated effort above the projects. If your next role reads “Program Manager”, “Delivery Head” or “Director”, the PgMP is the credential that matches it.

Earn 60 professional development units (PDUs) in each 3-year cycle — the same renewal rhythm as the PMP®, and the same PDUs can count toward both credentials if you hold the two.
